INTRODUCTION

 

     The India Reserve Battalion has come in to existence as an Armed Police force of the Union Territory of Pondicherry, with an authorized strength of 1007 personnel of various Ranks/Designation during the year 2005.   “India Reserve Battalion Welfare Society” was formed during the year 2006 and registered with Registrar of Companies, Pondicherry on 07.04.2008 under Societies Registration Act, 1860 with the objectives of extending help to  its all members (i.e. all ranks of India Reserve Battalion personnel), which are as under:-  

 

 

RULES AND REGULATIONS 

 

1. Name & Address of the society         : India Reserve Battalion Welfare Society,

                                                                     No. 1 Rue Dumas, Puducherry

 

2. Its Rules:

  1. Preamble: The Society shall be called “India Reserve Battalion Welfare  Society (IRBNWS), Puducherry.

  2. Objects   : The main object of the society shall be the promotion of welfare of all members of the India Reserve Battalion Puducherry Police and their families.  To this the society’s function shall include the following:-

  1. Sanction of loans and grants to members and their dependants for various purposes connected with their welfare;

  2. Undertaking welfare activities touching all vital aspects of the lives of the members and their families  etc, health, education, sports, recreation and cultural etc.,

  3. Grant of financial aid not exceeding 10% of its annual revenue to such voluntary associations as are formed by members of India Reserve Battalion Puducherry Police and their families for promotion of their welfare;

  4. For carrying out the above objects, the society shall have the right to:-

  • Possess, construct, purchase, transfer, sell, hire, take on rent or lease any moveable or immoveable property including livestock;

  • Accept government grant, public contributions donations, and charities, rent on its buildings;

  • Raise funds by arranging film shows, exhibitions, dramatic and cultural performances;

  • Make such investments as is decided by the management committee with due regard to the security of the investment and its profitability;

  • Employ any person for carrying out its objects and remunerate him adequately;

  • Borrow funds from government or quasi-government institutions for furtherance of its objects to approval of not less than 3/5th majority of the members having a right to vote present in person or by proxy.

3. Membership:

 

Membership of the society shall be voluntary.  All members of India Reserve Battalion – Puducherry Police shall be eligible to become members of the society.  A member of the society, on his retirement from service in India Reserve Battalion – Puducherry Police shall have the option to continue his membership.

 

4. Management; 

(a)  There shall be executive Committee consisting of the following:

 

Ex-Officio President

Commandant, IRBn

Ex-Officio Vice President

Dy. Commandant, IRBn.

Ex-Officio Treasurer

Asst. Comdt. (Welfare)

Ex-Officio Secretary

Inspector/SI (Welfare)

Members

Four members to be elected every year, one each from of  Inspector or SI, SI or ASI,HC and PC.  Besides, a Gazetted Officer to be nominated by the President shall be a fifth member

 

(b) The Executive Committee shall meet at least once in six months. Five members shall form a quorum.

 

5.  Funds: The funds of the society shall consist of:

(a) Subscription shall be collected from members at the following rates:

Gezatted Officer

Rs.75/- per month

Inspector 

Rs.70/- per month

Sub-Inspector

Rs.65/- per month

ASI

Rs.60/- per month

Head Constable

Rs.55/- per month

Police Constable

Rs.50/- per month

Group ‘D’ Staff

Rs.50/- per month

                                           

Subscriptions will be realized monthly from the pay of the members by DDOs and a receipt shall be issued to each member.  No subscription will be collected from retired Police officers.The Secretary of the society shall maintain a register of members in the prescribed form.

(b) Voluntary donations from individuals or institutions may be accepted with the approval of the Inspector General of Police.

(c) Income derived from film shows, exhibitions, dramatic or cultural performance.

(d) Grants by government;

(e) Any other sources set up within the object of the society.

 

6. Functions:

  1. To frame such rules or orders as are necessary for the proper management directions to the secretary of the society;

  2. To formulate schemes of welfare;

  3. To afford relief to members such as grant of scholarship for education of children of the members, grant of monetary help to widows and dependent of members, grant of monetary aid to a member for medical treatment for himself, his family or dependents or for any other deserving cause;

  4. To provide reading room, Audio, Video sets, sports and recreation for members and their families;

  5. To sanction such advances as deemed necessary out of the funds for implementing schemes/various welfare schemes and wherein such advances are repayable in easy installments fix the amount and the number of installments at the discretion of the management committee.

7. Annual general body meeting:Annual general body meting of the society shall be held in the first week of June every year for consideration and approval of the audited accounts, administrative report etc., and election of office-bearers to the management committee and the sub-committee and to consider any other matter connected with the welfare of the members.  Thirty members present in person shall be the quorum.

 

8. Powers of President: The President shall be responsible for the efficient management of the society.  For this purpose to be shall exercise all powers and may issue such directions or orders of any matter as be may deem fit within the framework of these rules.

 

9.   Emergency relief: The President of the society is authorized to afford financial relief not exceeding Rs.5, 000/- or one month’s pay whichever is less, in urgent cases to meet the immediate needs of a member, in anticipation of the approval of the executive committee.  All such cases shall be put up for approval at the next meeting of the executive committee.  Unless there are special reasons to the contrary, no member shall be entitled to relief more than once within twelve months.

 

10. Contingencies: The executive committee is empowered to sanction such expenditure as it considers necessary for the purchase of stationery or for printing charges or for any other item of contingent expenditure necessary for efficient management of the society. 

 

11. Records:  following records shall be maintained in addition to any other the executive committee may direct from time to time:

(a) Accounts books   :

  • Petty cash Book (Imprest System)

  • Main cash book

  • Receipt book

  • Journal

  • Ledger book

  • Subscription register

(b) Register:  

  • Register of members

  • Register of executive committee members

  • Minute book for general body meeting

  • Minute book for executive committee meeting
